University of Fairfax Receives DETC Accreditation
Washington, D.C., February 10, 2012 — The Accrediting Commission of the Distance Education and Training Council (DETC) granted accreditation to the University of Fairfax (www.ufairfax.net) at its January 20, 2012 meeting. An Implementation Process and Factor Model for Information Systems Security Engineering

The link between security engineering and systems engineering exists at the earliest stage of systems development, and, as a whole, there is sufficient evidence to suggest the discipline of security engineering is sufficiently mature to support its implementation. However, there is little in the literature on the practical application of security engineering and even less empirical work grounded in adoption theory. In contrast, the body of knowledge on quality programs is quite extensive and includes general literature on quality models as well as adoption studies of their implementation. Specific factors related to quality implementations are also well documented and generally well understood. This survey study clearly substantiates a connection between these quality factors and security engineering, provides the opportunity for further research on causal models, and supports the application of lessons learned from quality program efforts to the implementation of a security engineering methodology in support of system acquisition and development. Career, Alumni and Students: Meet Bryan S. Cline, PhD
Dr. Bryan S. Cline is the Chief Information Security Officer (CISO) for Catholic Health East, a large faith-based health care system consisting of approximately 34 hospitals and dozens of other facilities in 11 states along the Eastern Seaboard. Former positions include CISO at The Children’s Hospital of Philadelphia, PA and Technical Director of Information Assurance (IA) Services for QinetiQ North America Defense Solutions in Stafford, VA. He has more than 25 years of experience in information systems, 10 years of which were in information systems security management and engineering in the US Department of Defense (DoD) and North Atlantic Treaty Organization (NATO). Dr. Cline holds a PhD in information systems with a concentration in IA policy from the University of Fairfax, an MS in industrial engineering with a concentration in operations research from the University of Oklahoma, and a BS in mathematics from the University of Texas at Arlington. University of Fairfax Announces New President

VIENNA, VA – The University of Fairfax (www.ufairfax.net) today announced the appointment of David Oxenhandler as President.
Mr. Oxenhandler, a leader in higher education with extensive accreditation and Fortune 500 experience, succeeds Dr. Victor N. Berlin, who founded the University of Fairfax and has served as president since 2002. Dr. Berlin will fill a new position as a UoF advisor for information security community relations.
Joan Daly, chairperson of the University of Fairfax Board of Directors, who made the announcement stated, “ Mr. Oxenhandler brings a unique perspective and experience that will help the University make its next step as it serves the nation’s security practitioners.”
Upon accepting the appointment, Mr. Oxenhandler commented, “The University of Fairfax is a leader in information security graduate education. University of Fairfax to offer NSA 4012 Certification

The NSA’s Information Assurance Courseware Evaluation (IACE) Program has evaluated your certification application and validated that the University of Fairfax courseware meets all of the elements of the Committee on National Security Systems (CNSS) National Training Standard for: Senior Systems Managers, CNSSI No. 4012

Two Students Receive GSN Fellowship Award

The University of Fairfax has announced the first two recipients of GSN Fellowships, a joint scholarship program between the university and GSN: Government Security News, aimed at helping to defray the costs of their online graduate-level education in information assurance. The first two students to win these fellowships are William Bailey, an information assurance manager at Raytheon’s Warfighters Protection Center in Huntsville, AL, who is pursuing a doctorate in information assurance, and Rhonda Farrell, who most recently served as a senior quality assurance engineer for Bytemobile, Inc., of Mountain View, CA, and is also pursuing a doctorate degree in information assurance. The GSN Fellowship fund, which currently stands at $125,000, is expected to pay a portion of the tuition costs for approximately eight to 10 students, said the president of the university, Dr. Victor Berlin…More Info.

University Attacks Shortage of Qualified IT Compliance Execs

University of Fairfax Doctoral Student and Army Paratrooper Deploys to Iraq

Chief Warrant Officer Claude L. Jenkins II, an Army paratrooper and newly enrolled UoF doctoral student, recently deployed to Iraq from Fort Bragg, NC. CW3 Jenkins departed for Iraq on August 23, 2006 along with his comrades of the 82nd Airborne Division’s Sustainment Brigade and is participating in the University of Fairfax’s online doctoral program from his overseas post.
